What Is a BEE Star Rating?

Those stars on your AC, fridge or fan are a government energy label — not a marketing sticker. Here is what they actually measure, why a 5-star fridge and a 5-star AC are not comparable, which appliances must carry the label, and how to read it so it saves you real money. Every claim is sourced to the Bureau of Energy Efficiency and other primary references.

The short version

A BEE star rating is an energy-efficiency label from the Bureau of Energy Efficiency, a body under India's Ministry of Power. On a scale of 1 to 5 stars, more stars means less electricity for the same job, so a 5-star model is the most efficient in its class.2 The label also prints the appliance's measured energy figure and the years it is valid for.

THE ONE RULE THAT SETTLES IT

Stars only compare an appliance with others of the same type and size. To compare two specific models, read the annual units (kWh) figure on the label, not just the star count. The rest of this guide is why that rule matters.

Where the label comes from

The Bureau of Energy Efficiency (BEE) was set up on 1 March 2002 under the Energy Conservation Act, 2001, as a statutory body under the Ministry of Power.1 Its job is to bring down the energy intensity of the Indian economy — and the star label is its most visible tool for doing that in your home.

BEE launched the Standards & Labelling (S&L) programme in 2006. It sets a minimum efficiency every appliance must meet to be sold, then grades the rest on the 1-to-5 star scale so buyers get, in BEE's own words, an informed choice about the energy and cost savings on offer.2 The programme now covers roughly 38 appliance categories.1

IT IS A REAL STANDARD, NOT A CLAIM

A star rating is not something a brand awards itself. The model is registered with BEE and tested against a published schedule before the label can go on. That is what separates a BEE star from a generic "energy saving" sticker.

How the star scale actually works

The star is a comparative label: it ranks a model against others in the same product category, not against every appliance in your house. Crucially, each category is judged on its own metric, because "efficient" means something different for a compressor than for a bulb.

Whatever the metric, the physical label shows the same four things: the star band, the brand and model, the measured energy figure under standard test conditions, and a period of validity — the years for which that star was awarded.6 That validity date is easy to miss and matters more than most buyers realise (see section 06).

Which appliances carry a star label

BEE runs two schemes. Under the mandatory scheme, an appliance cannot legally be sold without a valid star label. Under the voluntary scheme, a brand may display a label but does not have to. Knowing which is which tells you where to insist on the label.

Room air conditioners, frost-free and direct-cool refrigerators, ceiling fans, colour and UHD televisions, washing machines, storage water heaters (geysers), LED lamps, deep freezers, distribution transformers and domestic LPG stoves.3

Nice to have, not required

Microwave ovens, laptops and computers, air compressors, side-by-side and multi-door refrigerators, pedestal and table fans, and inverters, among others.4 Many good models here simply carry no star at all.

THE LIST KEEPS GROWING

BEE moves appliances from voluntary to mandatory over time. Ceiling fans became mandatory from 1 January 2023: a 1-star fan must now deliver roughly 30% more air per watt than the old baseline, and a 5-star fan around 50% more — which is why almost every 5-star fan uses a BLDC motor.8

ISEER, and the air-conditioner example

The AC label is worth understanding on its own, because it is where the most money is at stake. Its metric is ISEER — the Indian Seasonal Energy Efficiency Ratio.

WHAT ISEER MEANS

ISEER is the total heat an AC removes over a year divided by the electricity it uses over that year, measured across Indian outdoor temperatures from 24°C to 43°C and assuming about 1,600 cooling hours a year.6 A higher ISEER means more cooling per unit of power. It replaced the older single-point EER precisely because it reflects a whole Indian summer, not one lab temperature.

The numbers that matter are the ones in force now. Under the table BEE notified for 1 January 2026 to 31 December 2027, a split AC needs an ISEER of 5.6 or more to be 5-star — up from 5.0 under the table that ran to the end of 2025.12 Here is the full current band.

BEE also made the 24°C default temperature mandatory on every star-labelled room AC from 1 January 2020, so a new AC now starts at 24°C rather than a colder, thirstier setting.5 And the programme has visibly worked: BEE reports that star labelling pushed split-AC efficiency up by 43% at the 1-star level and 61% at the 5-star level over the years it has run.7

THE BAR RISES AGAIN IN 2028

BEE has already notified the next step: from 1 January 2028, a 5-star split AC will need an ISEER of 5.8 or more.13 Separately, the Power Ministry announced in June 2025 a plan to set AC operation between 20°C and 28°C.9 That floor was still a proposal, not a notified rule, at the time of writing — treat it as a signal of direction, not a current requirement.

Why yesterday's 5-star is today's 3-star

The single most confusing thing about star ratings is that they get harder to earn. BEE raises the bar every few years, so the same appliance can be rated lower on a newer label without changing at all.

The split-AC 5-star line is the clearest example. Watch the same "5-star" badge demand a higher ISEER at each revision:

A split AC with an ISEER of 5.0 was a 5-star model right up to the end of 2025.12 The same machine, sold in 2026, wears only a 4-star label — because the 2026 table moved the 5-star line to 5.6.12 Nothing about the AC changed; the ruler did. That is exactly why every label carries a validity period.

THE MYTH: "MY OLD 5-STAR GOT LESS EFFICIENT"

It did not. A well-kept 2018 5-star appliance is exactly as efficient as it was on day one, minus normal wear. It would simply be graded lower today because the standard tightened. So when comparing an older model with a new one, ignore the star years apart and compare the printed units-per-year figures instead.

The trap: stars don't compare across size or type

The biggest everyday mistake is treating a star as an absolute score. It is not. It is graded on a curve, and the curve is different for every size and category.

THE MYTH: "5 STARS MEANS THE SAME ON EVERY APPLIANCE"

For refrigerators, BEE derives the star from a rating band that is a function of the fridge's total adjusted storage volume, not its absolute electricity use.11 So a 5-star 190-litre fridge and a 5-star 500-litre fridge are allowed very different amounts of power. The bigger 5-star fridge still costs more to run — it is just the best in its own size class.

The same logic blocks cross-category comparison. A 5-star AC is judged on ISEER; a 5-star fridge on annual units against volume; a 5-star fan on air per watt. There is no exchange rate between them. "5-star" means "among the best air conditioners" or "among the best fridges" — never a single efficiency number you can carry from one appliance to another.

SO HOW DO YOU COMPARE TWO MODELS?

Shortlist within one product type and a similar size. Then compare the annual units (kWh) printed on each label — that is a real, absolute number. Use the star only as a first filter, and the units figure to actually choose.

What the label saves — and the law behind it

The star label is not a token gesture. BEE's own impact assessment credits the Standards & Labelling programme with real, measured savings for the country.

Those are the figures for a single year, for the appliance-labelling programme alone.10 The savings on your own bill are a tiny slice of that — but they are the slice you control at the point of purchase.

THE LABEL IS A LEGAL REQUIREMENT

For mandatory appliances, a valid BEE label is the law. The model must be registered with BEE and tested at a recognised lab before it can be sold, and selling a mandatory-labelled appliance without a valid label is an offence under the Energy Conservation Act, 2001.3 A missing, damaged or expired label on a mandatory appliance is a reason to walk away.

Most bad appliance-buying advice traces back to one of these. Here is each, with the correction.

Using the star rating when you buy

Put the rule into practice with a short checklist, roughly in order of importance.

  • Shortlist one type and size first. Stars only compare within a category and a similar capacity, so fix those before you look at the label.
  • Read the units, not just the stars. The annual kWh figure is the real, absolute number — it is how you separate two same-star models.
  • Check the validity year. A star from an old table is not the same as today's. Make sure the label is current, not old stock.
  • Match the star to your usage. Go 5-star for anything that runs long hours — AC in summer, the always-on fridge — or where your tariff is high; a 4-star can win on light-use appliances.
  • Do the payback maths. Multiply the units you save by your own per-unit rate, and see how many years it takes to recover the price gap.
  • Never trust a label-less "5-star". On a mandatory appliance, a missing or expired BEE label is a red flag, not a bargain.

What is a BEE star rating?

A 5-star 600-litre refrigerator will still draw more absolute units per year than a 5-star 200-litre one, because BEE calculates the star from energy use relative to the fridge’s adjusted storage volume. To compare two specific models, read the annual units (kWh) figure printed on the label, not just the star count.

Can I compare a 5-star AC with a 5-star fridge?

No. Stars only mean something within a single product category. Each appliance is judged on its own metric: an air conditioner on ISEER, a refrigerator on annual energy consumption against its adjusted volume, a ceiling fan on air delivered per watt. A 5-star rating says "among the best air conditioners" or "among the best fridges" — it is not a universal efficiency score you can carry from one appliance to another.

Why did my old 5-star AC "become" a lower star?

Your air conditioner has not changed — the yardstick has. BEE periodically raises the ISEER thresholds a model must clear for each star, and every label carries a validity period showing which table applied. For split ACs, the 5-star line was an ISEER of 5.0 up to the end of 2025 and rose to 5.6 from 1 January 2026, so a machine that was 5-star in 2025 is a 4-star in 2026. Tested against a newer, stricter table, the same AC simply maps to a lower star. Its real-world consumption is unchanged, minus normal wear.

What is ISEER?

ISEER stands for Indian Seasonal Energy Efficiency Ratio, the metric BEE uses to rate room air conditioners. It is the ratio of the total yearly heat the unit removes to the total electricity it uses over a year, averaged across Indian outdoor temperatures from 24°C to 43°C and assuming about 1,600 cooling hours a year. Which appliances must carry a BEE star label in India?

BEE splits appliances into mandatory and voluntary schemes. Is it worth paying more for a 5-star appliance?

It depends on how much you run it and what you pay per unit. The star premium pays back fastest on appliances that run long hours — an AC used all summer, or a fridge that runs 24/7 — and in states with high electricity tariffs. For something used lightly, a 4-star model at a lower price can be the smarter buy. The honest way to decide is to compare the annual units on the labels, multiply the difference by your own per-unit tariff, and see how many years of savings it takes to cover the price gap.

Is it legal to sell an appliance without a BEE label?

For appliances under the mandatory scheme, no. Manufacturers and importers must register the model with BEE, have it tested at a BEE-recognised laboratory, and display a valid star label before selling it. Selling a mandatory-labelled appliance without a valid label is an offence under the Energy Conservation Act, 2001. If a "5-star" appliance from an unknown brand has no proper BEE label, or the label’s validity year has lapsed, treat that as a red flag.
